KPK: Korupsi Kepala Daerah, Kenapa Terus Berulang?

Jakarta - Komisi Pemberantasan Korupsi (KPK) menggelar 27 operasi tangkap tangan (OTT) hingga Minggu 18 November 2018. Tak sedikit kepala daerah yang terciduk dalam operasi tersebut.

Ketua KPK Agus Rahardjo mengatakan, Bupati Pakpak Bharat Remigo Yolanda Berutu menjadi kepala daerah ke-104 yang menjadi tersangka di lembaga yang dipimpinnya. Dia pun menyampaikan keprihatinannya.

"Sekali lagi kami menyampaikan keprihatinan. Kalau kita lihat tahun 2018 ini, ini adalah OTT yang ke-27. Jadi, kita patut prihatin. Sekali lagi salah satu pimpinan daerah. (Kami) sangat menyesalkan, sangat prihatin, kenapa ini terus berulang?" kata Agus di gedung KPK, Jalan Kuningan Persada, Jakarta Selatan, Minggu.

Menurut dia, hal ini semestinya mendapat perhatian serius dari pemerintah. Pemerintah diminta untuk mengevaluasi birokrasi hingga tingkat daerah agar kepala daerah tak lagi masuk dalam jajaran pihak yang diamankan dalam OTT.

"Hingga hari ini KPK telah menangani total 104 kepala daerah. Mudah-mudahan ini juga jadi bahan untuk pemerintah segera mengevaluasi apa yang perlu dilakukan," ujar Agus.

Terakhir, KPK melakukan OTT terkait dugaan korupsi suap proyek pekerjaan umum di Kabupaten Pakpak Bharat, Sumatera Utara.

KPK mengamankan enam orang dalam kasus tersebut yakni Bupati Pakpak Bharat Remigo Yolanda Berutu, Kepala Dinas PUPR Pakpak Bharat David Anderson Karosekali, Hendriko Sembiring (swasta), Reza Pahlevi (swasta), Jufri Mark Bonardo Simanjuntak (ajudan Remigo) dan Syekhani, pegawai honorer Dinas PUPR Kabupaten Pakpak Bharat.

Namun, KPK hanya menetapkan status tersangka kepada tiga orang. Selain Remigo, KPK menetapkan David Anderson Karosekali dan Hendriko Sembiring sebagai tersangka.

Pada penangkapan itu, KPK mengamankan barang bukti berupa uang sebesar Rp 150 juta. Berdasarkan penyelidikan, Remigo menerima Rp 550 juta dari perantara yang diterima sebanyak tiga kali.

Pada 16 November, Remigo menerima Rp 150 juta, pada 17 November menerima Rp 250 juta dan Rp 150 juta. Namun, KPK hanya mendapati transaksi suap senilai Rp 150 juta.

Uang tersebut diduga digunakan untuk keperluan pribadi yakni mengamankan kasus yang melibatkan istri dari Remigo yang ditangani penegak hukum di Medan.

Ketiga orang yang ditetapkan KPK sebagai tersangka itupun disangkakan melanggar Pasal 12 huruf a atau Pasal 12 huruf b atau Pasal 11 Undang-Undang Tindak Pidana Korupsi juncto Pasal 55 Ayat (1) ke-1 KUHP juncto Pasal 65 Ayat (1) KUHP.
